Football manager 2013 classic mode All Players interested

Hi Sorry if I am posting this in the wrong place. I am currently playing Football Manager Classic as Manchester United. I purchased the all players interested in the store and applied it to game but I get a message from an agent in contract screen saying.

My client isn't currently interested in entering contract negotiations with you.

Am I missing something or doing some thing wrong.

I thought the idea was any player would be interested
