Youth contract/listed for loan

Can you loan youth contract players on-loan? Just that my 4 players i put on the 'development list' has a 'failed' status?

You can and can't at the same time all you can do is goto set transfer stats and tick off listed for loan if a team wants him they well offer

I think the "failed" status means your DOF failed to find a club for your player...ive had it with transfers on the unwanted list
