Which team are you?
Bigger clubs loan non-European(usually South American)youngsters out to French or Spanish lower division teams for a season or two to enable them to be elligible to gain work-permits when they're ready to play for the first team.
It doesnt always work,mind you(Galindo and Wellington Silva never get a permit in my Arsenal save).
Check your teams foreign affiliated clubs and send them on loan there
The best clubs for work permits are Croation clubs, although you have to wait a season before they join the EU. Also, if you can manage to get Dynamo they also have really good youth facilities so you should pick up some great regens too!
Oh and players Can't fail to get work permits as long as you loan them out for long enough (how long it takes is shown in the players profile)Originally Posted by jammy73

I very much doubt that Barca is your feeder club. Perhaps your parent club ?
