So Basically my Football Manager 2013 is not coming on, yes it has been installed and so has Steam, when i go to play it, nothing happens, so i click to open it again and it says its running?? WTF lol.... Please, please help someone

Try do a system restore on your computer mate..

Load your task manager and go to the processes tab. See if there is an fm.exe process open, end that process and then try re-opening your game.
If that doesnt work, then try the same thing but find the steam.exe process and close it, then re-load your steam.
Not a guaranteed fix but might work mate.
I had this same problem - what you need to do is go on to steam, then on to the library, right click Football manager 2013 and press properties, then click local files, then verify intregirty of game cache
this should do the trick
