How to attract world class players?

Im man City on my way to 3rd season. i would like to buy a player like messi or fabregas. but they never seem like they want to join my club?

ive won champions league last season and ended up number 3 in league. (cant compete with man utd and arsenal :S)

well here is my team playing 4-4-2 formation.

i know my team is rather good. but i would like a world class player like messi or fabregas.

how to attract these players? do i just need to win more titles or what do i have to do?

Increase your club's reputation by winning things, increase your own reputation by doing it too, buy/hire favoured personnel of any specific players you want, offer crazy wages should you be able to negotiate pre-contracts etc. Declare an interest, praise their performances (although this may make your current players less than pleased....!).

If you are truly desperate for a player, you will eventually get him. Messi and Fabregas are still quite young in your game and you have a few more seasons yet before they hit their peak - plenty of time to get them over to Eastlands

You got ages of time to get them just be patient and trophies will come.

arsenal seem to dominant in fm 09 every season they dominate everything. so if you lose to them dont worry about itlol.

ye im in a pretty early stage with Man City. so i got plenty of time

well just hate arsenal, man utd and barcelona. they really dominate everything. the only reason that i won CL were becuase i didnt meet any of those teams. so were pretty lucky.

and by the way rodney sneijder is really really talented dude in this game :S he is 18-19 in my game and he got better stats than most wings. a really nice buy if u need a talented wing!

well i support arsenal, but dont like being them too easy

yh rodney sneijder is good ive seen some screenshots of him pretty good.

lol. Ive come 3rd in preimership with Man u, now i face Arsenal in The FA and champions league final, i beat barca and marid to get this far, ive beaten arsenal in all 3 past encounters.
Still dont like my chances. As i seem to be on a downward streak

i know what you mean about attracting the best players.I have won both cups and the premier division in scotland, won the champions league final and then won the super cup beating real madrid 3-0 and still the best still wont come, even if i offer £135,000 a week.

So i just got my scouts to find the best re-gens and they seem to be able to do the business on the park.btw im in season 2018-19 so not a lot of real players are available.
but those that are still turn me down.
