I'm playing as Darlington from the 9th English Tier, but currently I'm in the BSBN after continuous promotions, and its nearing the end of the season and I might get promoted again if I win playoffs. Anyways, I've looked for a parent team many of times to gain extra income for my club to improve our training grounds and such, but alas, I have no luck. I've search at least twice a year in each league and still cannot find one. So, I'm wondering if there is a certain time that is best for looking for one, or why I cannot find one?

Help anyone? I need the extra income, seeing as I've been promoted in to the BSBP and had to expand our stadium, making us Financially insecure :(

It's not so much the timing that you have to think of (although finding one before you start a new season makes logical sense).

When clubs affiliate with each other it forms a contract and a viable link between the two clubs - the main reason clubs do this is so that:
a) the parent club can loan players down to the feeder club and give them valuable playing experience
b) the parent club has access to fresh, young, raw new talent coming up through the ranks at the feeder club (hence the word feeder)
c) the feeder club gains some financial help towards the cost of developing these players via facility grants and other payments and therefore improves the quality of its players and the clubs facilities.

If the clubs you are trying to get to affiliate with you do not see the above 'win-win' situation, they will not affiliate with you. Therefore I think you are selecting the wrong clubs to try and affiliate with. Also consider that young players do not want to go to far out of their comfort zone, so try and find parent clubs that are in the same region as your club or not geographically to far away.
