Sign a player for less than the asking price?

Is it possible to sign a player less than the asking price? 'Cause i want to sign Lukaku from Chelsea since he requested a transfer, and since i'm west brom i'm one of his favoured clubs and a favoured personnel since he enjoyed his first season on loan at the club.

His base value is £11.25million. He has made 3 cup appearances and 3 PL substitute appearances all season and so i thought his base value would decrease purely because he hasn't made an impact but thats not the case. Anyway, Chelsea were originally asking for £19million and I obviously couldn't afford that, so i went to the press and admired him to which he responded positively, then I followed up by declaring interest in a loan deal to which Lukaku again reacted positively to. So i thought i'd try my luck and make an offer for a loan deal, to which Chelsea declined due to "first team commitments" BULLSH*T! Then they also increased his asking price to £21million! A month later, i praised him again to unsettle him some more, and now he is saying he would be tempted for a move to West Brom and would find it hard to resist and i really want him since i need firepower!

Now that the january transfer window has passed, i can't sign him permanently, plus i don't have the funds, my bank balance is like £20million, but i reckon next season i'll be able to afford him since i'm currently on course to finish top 4, so i'll get a top 4 payment, plus champions league group stage money, also i'm on course to win the capital one cup, fa cup and currently in the champions league 1st round knockout round but i don't think i have the strength to progress much further.

So overall is there anyway to bring down the price or at least negotiate at a reasonable price?
 
Don't really want to do that, since i like to bring in a few loans and usually have to pay a monthly fee and a team like west brom don't have a strong monthly income so i feel i'd only be losing a lot of money over the course of 4 years.
 
You could try offering a base sum for him, plus loads of different add-ons like goal bonuses, team of the year etc.

It's worked for me before with trying to sign a player that was too expensive to pay the full amount for immediately. :)

True point, i may see what budget i'm given first so i can see how much i can offer up front, hopefully they reduce their asking price by next season, so im able to get some other players in.
 
no matter how many pieces you may have in your favor, I have never signed a transfer listed player for less than their asking price.

Getting lukaku to west brom is a tough ask, good luck!
 
Same, I have never signed a transfer listed player for less than their base values. I usually sign players with loans or monthly payment, or even adding additional clauses.
By the way, has anyone ever made a sign by just exchanging the players between both teams? I mean, like using Cr7 to exchange for Messi, without any additional clauses/payment. Sorry for my poor English.
 
I reckon it'd be easy for me to get lukaku to come to west brom since im a favoured team and personnel, can most likely afford his wages too since i have a lot left over as it is. Whether i'll be able to fend off other teams if they come in for him im not sure, but i say i have a pretty good chance, given i can eventually afford him of course. Just won champions league 1st knockout round against Valencia 6-5 on aggregate so got £3million from winning. Most likely going to go out next round though.

Sir Andrew - If i could get him on loan, i would, but chelsea declined due to first team commitments even though he never plays nor rarely features on the bench. I have never done a straight swap no, but i guess its possible if they're looking for a player in a certain position and your offer them that player, although im guessing the player you're offering will probably need to be a better player overall. Although i reckon its possible to do it if the other team has shown interest in them recently.
