in game editor wage change wont work for me.

Well I changed the wage budget to ?5,000,000 a week and it saves it but then when I try to buy a player it only lets me offer 6k at max a week, I checked boardroom on the tab and it states my wage budget is ?5,000,000
so why Can I offer players a better contract wage wise?
