As far as I'm concerned it does.
I signed Lewandowski and he went a ridiculous amount of games without scoring, pre match team talks that put pressure on him like "I want goals from you tonight" and "a team such as ours" turned him red as he felt pressurized and lead to **** performances.
So with that i took the softly softly approach with the "no pressure on you tonight" team talk and praised some performances even when he didn't score.
But if he was **** I didn't say "well done" as that would have most likely had a negative affect on the rest of the players, i waited untill I could have a private chat to say "not good enough"
It's the stance I take with all my players, new and established.

If a player is totally sukkin *** every game, give them a warning (if the option is available) and if all else fails send them to the reserves.
I did that with Bale and when he got ****** and wanted a private chat, I did the: "I gave you chance before" yadda yadda chat, he came back a different player. He came back a monster, a goal scoring assist supplying uber monster.

The ME might not be that advanced but if you have a player on a bad run of performances and you can keep their moral high its only a matter of time before they come good again.

Im picking the players for a national team.If a good player by atributes is on bad form but a player slightly worse that him is on good form who should i call up?
 
I'd pick the form player, but be aware of his ability to perform at the highest level.
