If you have a youth team player who is potentially world class, what is the best way the develop him?

I am at Man City, so obviously have quite a few very good Youth players.

I usually just keep sending them out on loan to get first team experience, but I am wondering whether FM is designed in such a way that some players might develop better by staying at their parent club and learn from the world class players in the squad at better training facilities?

Tutoring is the best method for real youngsters. The tutor should have higher determination and a good personality (or else the tutee's determination will drop). Once you have seen their stats develop you can start looking at loaning them out or giving them first team minutes. There is no real right and wrong method when it comes to youth development. Just keep an eye on how each individual is progressing and if it appears to not be working then make a change. Ie if a loan period doesn't work, then try and nurture the individual, vary training, etc etc
 
Make sure your coaching is as close to five stars as possible. Also try and make sure your training facilities are as high as possible.

Plus what Miller said is true. Make sure the tutor has a higher determination.

Play the player regularly, but from my experience it is better to not make them a regular starter; otherwise, they will develop really well at first but then stop at around 21/22.
 
The way i go is to keep them at the club until aged 18 - 20, find a tutor with a good personality as has been mentioned & play them in cup/league matches of little importance.

Once they hit 18 - 20, depending on their development, i might let them go on loan but only if they are going to be first team regulars & recieve a decent level of coaching. Also make sure the club loaning them has good facilities.
If, however, you cant find these things or the player is good enough to make regular first team appearances, imo, it is better to keep them at the club & continue as before until they are ready for the first team.

Thats just my way of thinking anyway.
 
I play as AC Milan (fav club) and I have Hachim Mastour which has the potential to be one of the best in the game. I almost finished 1st season and so far i did this:

1. I brought 2 coaches just for him. (High Working with Youngsters, Motivating, Determination, Level of Discipline). These coaches also have Attacking Mentality.
2. Since he is just 16, i dont pressure physical aspects too much because I dont want him to get injured.
3. I will put him to learn a preffered move for the rest of the season.
4. Next season I will have him involved in some Senior games even if not in starting 11.
5. I will look to bring a senior player (age 27-30) that has similar technical qualities with Professional Personality who can tutor him in the near future.

There are a lot of ways to develop a young talented kid and this is the way i do it since ever I played FM for the first time (FM 10) and it worked very very well each time. You can approach this in many way, but keep in mind that the worst thing that can stop a youngster from developing well is injuries, so dont force the issue and keep him safe.
