Pre season tournaments

Does anyone else have problems when attempting to host pre season tournaments?
I want to arrange an Emirates Cup tourny, but cannot get any kind of decent opposition to commit, no matter what the parameters. Seems pointless to include the option if its impossible to carry out, this is really annoying as I want a realistic pre season. Any one managed to arrange and play a pre season tournament?

I found that offering the other clubs a fee will make them more likely to participate. I don't know the sums of money involved with Arsenal (gate receipts, TV revenue etc) but when I was playing as Eastbourne Borough, I got 1 Premiership team and 2 Championship teams by offering between £10 and £20k each. I considered this a reasonable outlay as revenue from the tournament would exceed £700k. Just a thought but may help.

You also have to get in there quick before they fill up there fixtures. Also to note, I have never got anything like that organised in the 1st season
