Minimum of 8 players trained in England before their 21st birthday.

A wee bit confused here.

I want to offload Sinclair for Depay and Nastastic for Balanta.
It claims, when I do, that I have less than 8 trained in England now and won't let me register.
So I've started the save over again and brought the question here.

The only two players I want in my first season and it seems impossible.
That being said, I guess when Frankie leaves in January, I'm going to be forced into signing a young English player, say Will Hughes, for example?

I don't see the confusion. You can sign whoever you want, but if you are selling english trained players for foreigners then you will eventually break the squad limit rules.

All clubs have to adhere to these rules. There are ways around it. Liverpool clearly only signed Brad Jones (an Australian who has been in the UK since he was about 17/18) as a backup goalie as he filled out the squad rule quotas nicely, meaning extra room for a 'foreigner'

Maybe look at some english youngsters to bulk out the squad a little,
 
Isn't that exactly the reason why Sinclair (and before him Rodwell) were brought to City anyway?

It's actually one of the more difficult parts of squad management I find, keeping an eye on the numbers (especially with the slightly different rules for European competition) and one of the reasons why (IRL at least) any remotely good English player is so expensive. I just bought Steven Caulker for about £17m to fit in with the requirements.
