Rules for development list?

Can anyone explain to me the rules around the development list, i cant seem to figure out why some players can be added but some can't?

I have a bunch of 16 year olds that i cant add to it, tired all manner of different hot pros/youngster etc?

Can someone point me in the right direction? google has failed me!

it could be something as simple as them only having amateur contracts, until there old enough for there pro contracts to kick in

I did notice that in England(at least) your player has to be 17 and he has to be in pro contract so after that you can loan them out.

I think that's good that way cause loan spell when he is 16 isn't always good. I don't loan players who aren't good enough to play in Football League's unless they're low potential I might let them go and play for Conference club.
