New country and league?

I would like to create a new league, the Keystone Premier League, which is situated solely in the American state of Pennsylvania. How do I go about creating teams and adding Pennsylvania as a nation? If I can't add it is a nation, I'll just label it under the American tab.

I suppose you could edit a nation which doesn't have a league in it, like change the name etc. And add compititions to that league?
