players ineligible in germany

I am in my second season in germany as dortmund and i am unable to play a random selection of first team players in the reserves for friendlies or matches, but they are eligible for the first team. They have been unable to all season. as a result i cannot send players there to get match fit. This includes german players that had previously played. As far as i am aware they have all been registered. Further more after topping the german league by 20 points in first season(dortmund and bayern) we are both 4 games into this season without a win on the relegation zone. i clicked their squad and they also have about 5 that are ineligible.
is this a bug?

i have not downloaded the second patch as i beleive you do not have to if you play online through stream, is this correct?

Have some patience mate. this is the msot popular FM forum out there, getting more hits than even the official SI forums, if someone here doesn't know i doubt anyone will.

From your frankly limited explanation (probably part of the reason behind a lack of help...) I would suggest that perhaps Germany has a rule where once a player has palyed a certain number opf games for the first team, they are no longer eligible for the reserves. It's just a guess, but something similar happens in Spain so i wouldn't be surprised if this is your answer.
