I've set my transfer budget as a certain amount but when i go onto the game its a lot less? For example I set my transfer budget as 70 million.... but in the game its 30? It's the same with the wage budget. Any ideas?

Yh sometimes it does that but when you have spent the 30 million the rest of the money turns up

It depends on how stingy your board are, and how much of that number they are willing to give you.
