Scouting in the lower leagues

My board have just allowed me to scout around the world. In my game I have England, Spain and Italy loaded up.

Should I be concentrating on those 3 countries in order to get knowledge and scout regens or sending them to Brazil, Russia, Africa?

If I have an English scout with full knowledge of Brazil, will he know of as many players as a Brazilian scout?

Did you load ReUnion into your game? there are some great players in there and you can get most of them on free's, at the most £5k. I normally load England, Spain and France because there are also some very good players in the French lower leagues too.

Who or what is ReUnion? I cant say I've ever heard of it.
