I was using Genie Scout lately to look at Götze's en Neymar's potential, when I saw that their potential was only 180-181 while Messi's is like 196 or something. Are there players with the same potential as Messi and Ronaldo? Or does the potential of some talents grow too?

The only players with 190+ PA (other than players past their peak i.e. Fat Ronaldo, Rivaldo, Ronaldinho, Kaka) are Regens. Best thing to do is to check GS just after the season ends, tho find the 15/16 year olds with that potential before their price skyrockets.
EG: This player, has 195 PA (Better than Ronaldo), bought for £600'000 from Celta Vigo.

Other than that, Ramsey is the only -10 (random 170-200 PA) player in the game at the moment. Technically, he can be better than Messi/Ronaldo, but it's unlikely that he'll get such a PA, and then even more unlikely he'll reach it due to injury.
