I'm just wondering if I can increase someone's PA if your play them regularly for a big club.

Say if you have a young player that would have normally only been a league 1 or championship player at their best, but you play them regularly for say barca or simular, would they become a better player?
 
No you cannot change PA without cheating.
 
By playing at a bigger club with better training facilities and coaches, they are more likely to hit the PA, or if they were close to it anyway, they may hit it earlier.

A player playing in league 1 with a CA of 50 and a PA of 120 may never reach his PA if he remains in league 1 or an equivalent standard. If he gets a move to a bigger club then the chance of him reaching his PA is increased.

But no, PA is not dynamic.
