I followed the instructions correctly when i downloaded the skin but the only thing thats changed is the attributes to bars instead of numbers

I Follow the instructions on how to install my skin and it's not working I read a post and somebody mentioned "Were does it say user data folder locatons".... and mine are in general does that make any difference?
