About buying a player that hasnt been playing

Im thinking about buying Jovetic but he hasnt been playing in the season and a half he has been at city and his stats have drop down consderably (the physical ones mainly). Can he get that stats back up once he starts playing o it is not worth to buy a player that hasnt play for a long time ?

Anyway it doesnt matter since he wasnt given a work permit ? What the **** is that ? For me it is beign impossible to sign players. They dont get work permits. Same happened with Leandro Damiao, Ganso and a lot of player who would undoubtely get a work permit IRL

Im managing Norwich. I dont know how you bought him (i suppose at the start of the game you can), but I m in January 2015 and both Jovetic and Leandro Damiao were rejected a work permit.
