The number places allocated to a country changes depending on the success of the teams in the competition from that country. The monitoring period is 5 seasons if I remember correctly.
You said you won the CL(presumably with a dutch club) that is a significant boost to the coefficients. Plus Romania will in all likelihood lose their place in the group stage from 2012 and that place is up for grabs. I still think you just missed the news item about the allocation of places.
