[England] Easier to Manage Level 10 than Level 9?

Anyone else find this?

In my Hadley FC game I got consecutive promotions from Level 10 straight up to League 2. However, in my current save with Hall Road Rangers, I'm in Level 9 and we're 5th with no chance of promotion in the first season. There is barely any wage budget to get players in, not that very many players want to come to the club.

Is it just me?

Pick a different team and it might be easier? Different tactics, luck with injuries ect.
