Just to confirm if a player's contract is expiring on the 30/06/2014, how far before can I offer a contract to that player, like what date?

I am thinking of offering a 1 year deal to Lampard, I am Juventus. I heard for players that are playing in England, it's 1 month before not 6 months, is that true?

The Bosman ruling means that you can offer contracts to players when they've 6 months left on their deal.
You have to wait if you are a club in England though but since you're managing in Italy, there should be no problem.
