Higher club release clause?

I just need to make sure about this. Does this mean that my players has a clause that can be activated if ''bigger'' clubs offer for my player?

Not sure if it helps but, Diego Lugano has a 3.5M release clause for foreign teams ..

Im swindon and i have a player that wont accept a new contract unless he has a 250k higher club release clause.
Does this mean that if a team like Blackburn comes and offers 250k, i wouldn't be able to negotiate? since they automatically activate the clause? :S

Basically, yes.

Any club that offers this fee with immediately have their offer accepted and go straight to contract negotiations with the player. Perhaps you should make it higher than 250,000 if you're concerned.
