How to set a player to first team player

i put tevez in starting formation all the time,but he always say he wants to be on first team,why ?

have you checked his player status? when you go to his profile, select transfer status, and on the right side there should be:
1-key player
2-important first team player
3-backup
4-rotation
etc.

If it's not this then Tevez is just being irrational, which is not that hard to believe.
