I'm having problems getting a feeder club?

I'm currently managing VfB Stuttgart. It's been seven years, and I've completely transformed them. Last year we won the CL(H) I noticed, however, that most of by players are getting up there in age (28, 29) So I'm going to have to bring some youth in. I snapped up a couple of great regens from my academy and from others, but I'd really like to send them on loan somewhere they can play (in addition to the other benefits that come with a feeder club). I've tried selecting multiple clubs including Lille, PSV, and Sporting CP (none of which have parent clubs) but I just never get a response from the board. Any help with this?

Have you tried just letting the board decide on the feeder club? Ask for a club with a successful youth academy in board interaction.
