Is this right? Building 2 youth facilities :S

Hello, I have just finished the first season of my FC Halifax save. At the start of the first season I started building youth facilities.
Now at the start of my 2nd season the board said they are building youth facilities again.
The one that started in the first season is estimated to take a year and the second set is about 4 months.
Are they different things? Is building the 2nd one pointless? Does anyone have any insight?

It just means they're upgrtading it again to the next level. So you'll go up two levels once its all complete.

If you've got the money then its a good thing as better chance of getting good youngsters and them improving
