Missing preferences/options tab when applying new skins

Ok whatever skin i download that were made by users i cant find the tab that contains the preferences and alll the other options from that tab, not from a single skin, only that is missing in every skin i apply but whats weird i can see it on every screenshot of every skin i downloaded¸. Anyone have any idea whats wrong?

your screen size didnt match the skin... im sure if change your screen with 'wide' screen the tab will appeared again!

i mean the monitor... played in wide monitor.. sorry
when i used the square monitor this problem occured.
but now i played fm in my laptop so the tab appeared.

I dont know where to set that. what resolution should that be then? I have Win 7 32 bit
