My assistant is negotiating contracts???

I really don't want my assistant manager to offer contracts to players I want to buy but I can't find the staff roles in the classic mode. Can anyone help.

It's not in a "Team Policy" or anything?

You can always just cancel transfer..... And if you want the player, do it yourself...
