which are the best countries for players to win eu citizenship?

so i'm currently managing havre fc at france,and the most non-eu players i can have in my squad are 4,and i currently have 5. so where should i send my non-eu players so that they can win citizenship? i know only of spain,that is 2 years for those who are south americans,but i can't get an affiliated club there.

I think Czech Republic is 3 years to, if I'm not mistaken.

spain is 2 years for south american nations. cant confirm if it's all.

i have Colombian, Argentinian and Brazilian. all just 2 years
