Why can't I loan player out to my feeder club?

Need a little help here...
I just signed a talented young player from Nigeria. Obviously, he doesn't get a work permit, so I need to loan him out to my feeder club (U Cluj, Romania). I was able to sign him, and my scout recommended I did so, with the intention of loaning him out to get WP.
But how do I do this? There's no option for this, either at the players profile pages or on my feeder club's pages. Could it be because he's on vacation (I'm in summer transfer window)?

All help will be appreciated...

How old is he? Needs to be at least 17 to go out on loan.

Regardless of age the player needs to have a full time contract... that might be it...

I have a feeling you can't do much with players when they're on vacation.

Thanks for replying. I hope it's the vacation thing, 'cause everything else should be ok. He's 18 years old, with full time contract, my feeder club is a professional club, and we have the "go on loan to get work permit"-agreement.
Guess I'll have to wait a couple of weeks to see...
