Yeah it's true. Some players on 4 cards escaped suspensions because of how their January fixtures were timed.
 
Read somewhere that

1 game suspension for 5 yellows till dec.
2 games suspension for 10 till 2nd week of april.
3 games suspension for 15 yellows.

Arsenal rightly aggrieved by that. deliberate handball and a red, can see why the ref didnt see it, linesman should do better , but if you are not sure you shouldnt give it
